The question here ist was A/O rate reduced to postcard rate level? Colonial letter rate had been raised from 20cg (1970-72)
to 25 cg on 1 May 1972. Air surcharge stayed at 45 cg per 20g for second class air mail. So the correct rate was 70 cg in October 1972.
Postcard air rate was 65 cg. From my experience in Vanuatu 30 years later I think that they took it easy in Santo and this is just the old rate
which was not objected.
There was possibly no printed matter rate at all as there was not much going outward - they even didn't have a local rate).
* O/A is an abbreviation of the French term "autres objets", which means "other articles."
This category encompasses the various classes of printed matter (i.e., regular printed matter,
books and sheet music, and publishers’ periodicals), matter for the blind, and small packets.

It is interesting that this letter was franked according to the rates valid only until 30 June 1977. On July 1 the new currency FNH was introduced and the local
