General elections based on universal suffrage were held on 10 - 15 November 1975
to elect the first Representative Assembly which was supposed to open early in December.
This date should have been the date of issue for the stamps. Due to political difficulties
the date was postponed and the stamps with the altered design shown at top were
issued. The confusion concerning the inscription and the postponing of the Representative Assembly seemed to be so perfect that the French P & T printers produced some of the varieties shown on the stamps page.
