Please can somebody tell me what were the regulations when to use stamps and when not?

Cancelled with PCH type 7 in blue and signature.

Marvelous ensemble of two pieces belonging together: confirmation of receipt to Port Vila with a French 10c stamp cancelled in Paris, cancelled in Port Vila at 17 January 1911. See at left of this page. This avis No. 514 had been sent back to Paris in the official letter by the Post Office in Vila, "Service" in manuscript, cancelled with PCH type 7 in blue, Noumea transit on 2 February 1911 and Paris 2 distribution arrival on 11 March.("SeSi" coll.)
PACIFIQUE left Sydney on 1 Feb 1911 so this cover was carried from Vila to Noumea by the UNION COMMERCIAL LINE steamer ST. LOUIS which left Sydney on 14 Jan 1911.
